• Bachelor’s Degree in Computer Science
• 84 Months hands on experience in designing, architecting, and building applications using Object-Oriented principles (OOP)
• 84 Months hands on experience in designing and architecting large scale (project 1 year or longer and budget greater than $1 Million) web-based applications using Microsoft .NET web-based frameworks. 
• 84 Months experience in ASP.NET development using C#
• 84 Months experience designing/architecting/developing web services within the .NET framework
• 36 Months hands on experience in building large scale (project 1 year or longer and budget greater than $1 Million) web-based applications using ASP.NET MVC pattern
• 12 Months hands on experience in building web-based applications using ASP.NET MVC Core focused on designing and building container-based .NET Core application.
• 60 Months experience in developing enterprise level applications utilizing fine-grained security and role-based access control, scalability, high availability, and concurrency patterns
• 60 Months experience in developing enterprise level data access components using Microsoft Entity Framework and LINQ
• 84 Months experience in developing enterprise-grade web API’s (REST, SOAP, HATEOS)
• 36 Months experience in designing and developing responsive and modern web applications using front-end development frameworks such as Angular
• 60 Months experience in building enterprise web applications using Continuous Integration and Continuous Deployment tools (CI/CD)

Responsibilities

• Collaborate with various business stakeholders, project managers, business analysts, software developers, data managers, peer organizations, quality assurance and technology leaders to translate program requirements into technical solutions and system designs.
• Work closely with the project technical team to provide leadership throughout the Secure System Development Life Cycle (SSDLC).
• Provide architectural leadership for effective delivery of the modernized web-based service portal using Microsoft .NET technology frameworks.
• Provide architectural blueprints and technical leadership and expertise to the client's team. They will be responsible for the overall application design and will set the strategic direction to define the technologies, methodologies and principles that shape the software development and technology adoption practices for the project.
• Create technical artifacts pertaining to Secure System Development Life Cycle (SSDLC) such as System As-Is and To-be Data Models, UML-based Class, Sequence, Collaboration, Component and Deployment diagrams.
• Create solutions which seamlessly integrate new and existing systems to eliminate potential problems and maintain data structure and integrity.
• Serves as expert in all aspects of design and application development, testing, integration and implementation.
• Collaborate with various business stakeholders, project managers, business analysts, software developers, data managers, peer organizations, quality assurance and technology leaders to translate program requirements into technical solutions and system designs
• Serve as expert in recommending right development methodology for the project (waterfall, agile development, continuous delivery, or DevOps or Cloud Native)
• Establish (as needed), monitor and promote software development standards, code management, testing protocols, release management procedures.
• Lead and mentor the application development team in software architecture approach, design, development, testing, and implementation procedures.
• Evaluate and recommend tools, technologies and processes to ensure the highest quality product platform. Execute proof-of-concepts (POCs) as needed to validate technology selection.
• Plan and coordinate system implementation and deployment with other technical leads and subject matter experts in the project.
• Perform a leadership role by demonstrating ownership of customer issues and solicit and select appropriate information and best method or format for delivering or receiving it either in writing or verbally.
• All work performed under this contract will be subject to internal quality assurance or external Independent Validation and Verification.
• This is a high priority project with results required in a short timeframe. While the assignment is for a 12-month period, It is anticipated the project itself will be completed in under 4-6 moths with the remainder used for post “go live” additional features, training and knowledge transfer.
• Full documentation is required during all phases of system creation, testing, implementation, and modification.
