Desired Requirements

• Minimum 48 months Project Management experience with large scale (project 1 year or longer and budget greater than $1 Million) web-based applications using Microsoft .NET web-based frameworks. 
• Minimum 36 months Project Management experience with public sector organizations.
• Minimum 84 months Project Management experience overseeing development resources and leading teams responsible for software design, integration, development and deployment of a large-scale (project 1 year or longer and budget greater than $1 Million) application.
• Minimum 84 months Project Management experience collaborating with various business stakeholders, business analysts, software developers, data managers, peer organizations, quality assurance and technology leaders to produce quality deliverables.  
• Minimum 24 months Project Management experience using Agile methodologies.
• Bachelor's degree. 
• Project Management Professional (PMP) Certification

Responsibilities

• Project manager will perform the full range of project management tasks as defined by The NYS Project Management Guidebook, R2, such as, but not limited to:
  • Refine detailed project scope
  • Refine roles and responsibilities
  • Develop communication plan
  • Develop project plan/Work Breakdown Structure
  • Develop project schedule using MS Project
  • Maintain the project schedule using MS project to track progress
  • Manage resources, manage issues, manage risks, manage changes through a formal change management process, manage user acceptance of deliverables.
• Monitor and escalate issues affecting project progress
• Maintain project record within Information Technology Service Management (ITSM), a portfolio management system.
• Clearly communicate expectations to team members and stakeholders and act as a liaison between these groups. Facilitate meetings.
• Prepare status reports.
• Keep Executive Management appraised of progress.
• Raise issues with Executive Management or Project Steering committees and propose solutions.
• 8.All work performed under this contract will be subject to internal quality assurance or external Independent Validation and Verification.
• This is a high priority project with results required in a short timeframe. While the assignment is for a 12-month period, It is anticipated the project itself will be completed in under 4-6 moths with the remainder used for post “go live” additional features, training and knowledge transfer.
• Full documentation is required during all phases of system creation, testing, implementation, and modification.
