Required Knowledge, Skills & Abilities

  • Proficient using  Microsoft Office Products (Word, Excel, and Access Essential)
  • Extensive experience with Microsoft Project
  • Excellent analytical, verbal and written communication skills.
  • Strong interpersonal skills with ability to facilitate meeting discussions, broker issue resolutions, and articulate decision points
  • Strong English oral and written communication skills – as necessary to review and comment on key deliverables and interaction with senior management
  • Strong working knowledge and proven experience in all phases of business application development from a functional perspective including business process analysis, functional design, testing, and implementation.

Experience

  • Demonstrated experience implementing a large-scale enterprise wide HR / Payroll business program – either as a hands-on business sponsor, project manager or implementation manager – preferably a commuter / transit benefits offering (or a similarly substantial health benefit program). 

Education Requirement

  • BA / BS degree from an accredited college / university (required).
  • MBA or advanced degree in HR or Management Information Systems (preferred).

Responsibilities

The primary responsibility of the role is to create and manage a comprehensive project plan to transition to a new Commuter Benefits vendor – accounting for all aspects of the business and technical program.  The project plan will manage aspects of the effort such as:  communications for City HR / Payroll professionals; communications to City employees; design, development, testing and implementation of new feeds for the service provider; conversion of employee deductions to the new service; conversion of employee balances and balance reconciliation. 

In addition to ownership of the overall project plan, the candidate will be expected to oversee: 

  • Vendor management:  interface with senior resources from the City’s new and outgoing commuter benefits providers.  Communications with the vendor will clearly articulate the City’s requirements, the vendor’s obligations, and stakeholder concerns.
  • Communications planning:   aid in the development of a communication plan that targets the message for all stakeholders: new hires, existing users of the program, staff who’ve left City service – for all stages of the initiative.  The candidate may be expected to assist in drafting and editing of communications.
  • Implementation Cutover management:  A detailed cutover plan for City activities will be required for the period of time where account balances are converted to the new service provider. The candidate will:  chair the meetings where status is provided, document and circulate status to stakeholders, capture issues and drive / track resolution.
  • Resource planning:  Ensure adequate levels of technical staff support for Training, On Site Support, and Call Center teams, walk-in-center - with a particular focus on the peak support activities during cutover.
