- Minimum 84 months experience performing business, systems and data analysis for Mid-Large scale projects: developing requirements and specifications according to standard templates; performing process and data analysis; and test plans creation, management and execution.
- Minimum 48 months hands-on development of Business Case documents: gather, organize, analyze, and quantify data about customer needs and requirements, costs/benefits, advantages/disadvantages, technical feasibility of implementing new or changed business solutions, and comparisons of optional solutions, then translate into information that can be used to make decisions and support the selection process.
- Minimum 48 months hands-on data modeling for on-line transactional processing systems, data warehouse, and/or data transformation or transfer projects.
- Minimum 24 months experience working on Large-scale complex business process improvement/ re-engineering projects.
- Minimum 24 months performing Business Systems Analysis for New York State or Local Government entities by following the NYS Guidebook for Project Management and SDLC; or for implementing mandates or initiatives developed by NY State or Local Government entities.
- Minimum 24 months experience working on Large-scale complex Transportation or Transportation Infrastructure Systems.
- Minimum 24 months developing Requests For Proposals for IT solutions of complex business systems.
- Minimum 36 months leading or managing teams of 4 or more, or leading Business Analyst program development or improvement efforts.
- Bachelor’s Degree documented
- IIBA Professional Certification
Responsibilities
- Manage multiple medium to large-scale business analysis projects or work assignments with distinct deliverables to a solution
- Develops and maintains user and technical documentation and project process documentation for Application or Project Teams
- Understand the user’s view of applications and /or technology and are able to put procedures in a logical sequence.
- Performs data analysis including, data access, data structures, data manipulation, databases, logical database design
- Translates technical information into clear, readable documents to be used by technical and non-technical personnel. Develops and/or maintains, or oversees the work of others and validates the products delivered, the following types of documentation: system documentation; user manuals; computer operations and program maintenance manuals; plans for training, testing, quality assurance, and contingency operations; installation guides; backup, recovery and restart procedures; technical writing for proposals, presentations, standard operating procedures (SOP), policies and procedures as well as reports
- Edits functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables and documents
- Use recognized business analysis methodologies to elicit requirements from stakeholders business users as the foundation for developing solutions to the organization’s business needs;
- Develop systems requirements for future or to-be states of large business system projects using standard templates;
- Manage one or more business analysis projects involving the use of a broad range of tools and techniques;
- Analyze current or as-is states of business processes, functions and process models;
- Communicate business process requirements to IT staff, program staff and stakeholders;
- Develop test plans, scripts and data and test scenarios, coordinate testing and evaluate test results, manage all test assets;
- Analyze the impact of changes to IT system requirements or business processes and evaluate project timelines and priorities;
- Write system documentation and train users on new IT system process and functions, assist users in adoption of new/changed business process.
- Develop Business Cases: gather and organize preliminary analysis of information about costs/benefits, advantages/disadvantages, and technical feasibility of designing and implementing business solutions.
