Estimated Length: Open Ended 40 Hours per Week

QUALIFICATIONS:

• Strong base SAS and SQL skills on a Windows platform required; other programming skills, (e.g. VBA), a plus.  Must have experience using SAS.
• Strong analytic skills and attention to detail required
• Demonstrable data manipulation and report production in a health care environment required
• Ability to serve as both a technical data analyst/programmer as well as business analyst in a fast moving environment.
• Knowledge of Medicaid terminology, structures and programs
• High level communication skills including the ability to express findings and recommendations clearly to end users and several levels of management, verbally, visually and in writing
• Extensive experience in MS Office; other relevant software experience desired
• Ability to gather and analyze operations through interview and observation
• Ability to manage multiple ongoing and short term projects.

SPECIFIC DUTIES:

• Provide adhoc reports and extracts based on user requests
• Provide gap analysis of current data extract process
• Identify remediation of data extract process gaps and propose solutions
• Validate results of all extracts and reports
• Interact on a professional basis with internal and external staff in a personable manner
• Develop reports for general, financial, clinical and case management, Managed Care, and Health Care and payment Reform purposes as requested.
• Support on-going development of cost, utilization and other reporting metrics, including collaboration with business program managers for MCO and MMIS source data
• Communicate business requirements to Cognos and Oracle developers and work with them to implement solutions for the business community. 
• Communicate progress, or impediments to progress, to users and managers.
• Recode existing macro-based code, including remediation as approved
• Review technical documents and test plans, test results and coordinate implementation activities with end-users and MassHealth Data warehouse staff
• Organize and maintain workload and work independently with limited supervision
• Participate in, and contribute to, team projects and meetings
