Mandatory Requirements

These temporary positions provide critical support to facility and Central Office operations to ensure patient health & safety and do require background checks.

One position is required since the enactment in 2012 of the “Protection of People with Special Needs Act” by the State of New York has significantly impacted the operations of the Bureau of Quality Improvement (BQI) at client. To implement the new legislation a new state agency, The Justice Center, was created. The Vulnerable Persons Central Registry (VPCR), a web based and call-in application, records incidents and then delegates to state agencies for investigation. Compliance with the new law has created additional functions particularly in the area of communicating investigation instructions to the field and monitoring the progress by mental health providers. This request is being made in advance of new technical VPCR requirements to be implemented in 2020-21 for monitoring activities. This position will have the training necessary to carry on current functions and they will receive additional training for new technical requirements in 2020-2021. 

A second temporary employee in BIC is required to provide technical assistance to professional staff of the unit in completing their assigned work in our mental health master directory database application. This postion answers questions and resolves computer problems for these staff, including assistance with MS Word and MS Excel. This position also manages entries into the Electronic Document Imaging system for file storage and retreival.         

The third position job duties includes: • Provide customer assistance for clients using the VPCR. This includes assisting the customer in establishing the settings for the VPCR to operate properly.• VPCR is integrated with email systems and this position is responsible for advising customers on what email systems are best suited to connecting to the VPCR.• Advise customers on equipment best suited to correspond with the VPCR. Assist customer via phone or WebEx on how to install software best suited to for connecting to the VPCR.  • Monitor error messages reported by end-user customers. Using the VPCR, mirror the steps followed by the user to confirm the error message is a continuing problem and report findings to programmers for correction and migration to production• Once correction above is migrated, test the change in the development application. • Run reports from the VPCR and extract raw data for customized reports for BQI management.• Data entry on a universal template with vital facts of each case being investigated.•  Forwarding of a cover letter, the template and investigation instructions to the providers via email.• Updating of the VPCR for accuracy regarding provider name, program name and the client Clinical Risk Managers (CRMs) in charge of each investigation on an as-needed basis. • Data entry to the VPCR of any updates requested by CRM’s.  • Follow-up on questions from the field regarding the communications of each case. • Maintain the staff on-call schedule for abuse incident cases. Client is now responsible for following up with providers once an abuse incident is reported to ensure that the patient is in a safe environment. This is a 24 / 7 coverage, and the schedule is very fluid requiring constant monitoring to make certain there are no gaps in the coverage.   • Assist in developing a new module in the VPCR that will interface with client incident applications regarding monitoring and oversight of Corrective Action Plans (CAPs.)"
