Mandatory Requirements

Duties will include: The processing of invoices for Client facilities and serving as a liaison between vendors and facilities.  Staff will be responsible for review of invoices received via the mail, fax and/or email for accuracy, calculation of payments based on appropriate fee schedules as well as entering data into various databases and software modules. The Consolidated Business Office's (CBO) Operations Unit processes upwards of 100,000 invoices/vouchers annually for Client's Central Office and all 24 of its facilities. The Outside Hospital Care Unit is responsible for reviewing and calculating invoices so they can be properly processed in the Bulk Load of the State Financial System (SFS). The CBO is at a greater risk for noncompliance with Late Payment Legislation, which could result in the payment of interest changes and the loss of vendor services.  Accurately reviewing and processing vouchers requires complex calculations and attention to detail.  With the implementation of SFS, it's upgrade, the number of vouchers processed has increased significantly due to the fact that only one invoice can be processed per voucher/submission. 

Response to questions:

  1. The quote indicates a need for 2 bookkeeping/accounting/auditing clerks, are both roles currently held by incumbents or are these new positions?  These positions are not currently being held.
  2. Is there a level of education or  years of experience that’s required?  There is no minimum standard, however the incumbent must be able to satisfactorily perform the duties as noted in the RFQ.
  3. What software knowledge is preferred or required for this role?  No requirement, but preferably some knowledge in Excel and perhaps Access.
  4. Will interviews be conducted in-person or over the phone? Over the phone via WebEx
  5. If in-person interviews are expected then do you have any COVID-19 policies that candidates should know to follow when they arrive? N/A See above
  6. Will the selected person be expected to work onsite? Potentially not. More probably telecommuting.
  7. If telecommuting work is allowed, will equipment be provided? No. All staff who telecommute must use their own equipment (computer, telephone) and must have an internet connection with bandwidth that is appropriate for conducting official business without disruption. Additionally, telecommuters using personal devices must request, receive, and test, the Virtual Desktop Infrastructure (VDI) or (VPN) applications and RSA token prior to telecommuting. This will be done after hire and through our office. It should also be noted that out-of-pocket expenses will not be reimbursed and that the telecommuter is responsible to secure and pay for an internet connection.
