Requirements

We a are looking for a Scope of Work (SOW) writer to support Client IT and the Client IT Vendor Management Office.
This role calls for a resource with both technical as well as procurement knowledge, to produce "procurement ready" SOWs, supporting documents, schedules, qualifying questionnaires, and other IT procurement related documents for RFPs, Bids, and the like.

• Develop and write SOWs for new RFP, perform initial request QA review to ensure SOWs are complete and concise, containing all required criteria
• Ensure all completed packages comply with Procurement guidelines
• Work with Project Managers to further develop SOWs where needed and establish vendor milestones and deliverables
• Prepare RFPs based on the above and ensure they are ready for solicitation via Procurement
• Participate in vendor evaluation and selection process
• Track and report on pipeline actions
• Provide activity metrics and statistics
• Work with vendors, procurement staff, and Project Managers to resolve issues that arise
• Data management

The successful candidate will gather information from project managers, documents, whitepapers, internet research, and other means to produce scopes of work related to various IT procurement requests for IT goods and services in support of the Client. There are numerous projects and IT needs that reach the department requiring a procurement ready scope of work. We require a person who is an excellent communicator and listener who picks things up fast, in order to gather information required from PMs and other sources. The combination of technical background as well as an understanding of Procurement processes, guidelines and practices is imperative, as is an understanding of the Agile Project Management methodology.

Qualified candidates should possess a Bachelor's Degree in a related discipline and seven years' experience in the appropriate specialties. Experience should include a sound understanding of technical issues and outstanding project planning, scheduling, implementation, and evaluation skills. Excellent ability to communicate verbally and in writing with the user community and the technical staff is essential.
