Requirements

I.   OVERVIEW

Client Headquarters, Office of Safety & Security requests a consultant with expertise in criminal legal analysis to assist the Client with case tracking and statistical evaluation of criminal cases related to the crimes occurring on or around Client properties and facilities throughout the Client geographical operation.  The case management tasks should include the following:

Development of a criminal case management system to track the status of cases for outcomes, case hearing dates, dispositions, sentencing, etc., frequent offenders, trends, patterns, etc.
Coordination with jurisdictional prosecutors & defense attorneys to address concerning issues, communicate regarding case status, etc.
Conduct legal research on case patterns, specifically, crimes affecting patrons, customers, Client staff, as well as crimes against a person, facilities or resources occurring on Client Property.

The

Paralegal –

Criminal Analysis Specialist (hereinafter "SME”), will report directly to the Deputy Chief of Security Management. Normal work business hours will be Mon to Fri, and/or as otherwise needed and directed by the Client Headquarters Office of Safety & Security.

II.   SCOPE OF WORK (Paralegal – Criminal Analysis Specialist)

1.REQUIRED

SME Applicant shall ensure that they are in compliance with all applicable state and local laws and are authorized to work in NY. Applicants must complete a thorough background check, including a comprehensive background check, in accordance with the Client’s procedures to be considered a successful candidate. Such compliance shall include a valid Driver’s License, and any Client employment requirements as further described herein.

2.POSITION REQUIREMENTS

A.Applicants shall have a working familiarity of New York State Penal Legal and Criminal Procedure legal.

Responsibilities - Core responsibilities include, but are not limited to:

Conduct case management of legal proceedings for criminal cases pertaining to Client related incidents.  This includes proactive monitoring of judicial proceedings to remain abreast of hearing dates, working with Client legal counsel to file motions where applicable, and coordination of responses for Client related cases as needed.
Management of various streams of data related to hearings, trials, and sentencing proceedings to report on pending relevant dates, priority case status monitoring and documentation of outcomes using both quantitative and qualitative data.
Prepare and distribute weekly executive reports on the status of active and closed cases.
Liaise with Client internal and external partners to ensure the appropriate control of sensitive criminal databases for authorized investigation and research.
Ensure the confidentiality of data integrity, safety and the security of the various Client databases, electronic security and credential systems, equipment and supplies in adherence with Client ethical, legal and quality standards.

B.Contractor shall assume complete responsibility for all acts committed by its personnel beyond the intent and scope of this agreement.

C.Educational Requirements:

One of the following four (4) requirements must be met:

A baccalaureate degree from an accredited college in Paralegal, Criminal Justice, Project Management, Legal Studies, Security Management or other closely related field and a minimum of two (2) to five (5) years of progressively more complex legal case management experience with demonstrated experience in legal research and analysis and administrative tasks, preferably in a Legal and/or Safety/Security environment, OR

An associate’s degree from an accredited college in Paralegal, Criminal Justice, Project Management, Legal Studies, Security Management, or other closely related field and a minimum of five (5) to ten (10) years of progressively more complex legal case management experience with demonstrated experience in legal research and analysis and administrative tasks, OR

A high school diploma/GED and fifteen (15) years of full time progressively more complex legal case management experience with demonstrated paralegal experience in research and analysis, and administrative tasks, preferably in a Legal and /or Safety/Security environment, OR

A satisfactory equivalent combination of education and experience.

D.Required Skills

Ability to present oneself in a professional, confident manner.
Strong communications skills including the ability to communicate effectively verbally and in writing with a variety of persons from diverse backgrounds including citizens, criminal justice professionals, executives, and government officials.
The ability to analyze and evaluate legal documents while creating comprehensive summaries for reporting of information.
Ability to use a high level of discretion in reporting sensitive crime data.
Ability to work independently to complete tasks, multi-tasking, and self- initiate projects.
Strong time management, organizational, and coordinating skills with an ability to manage projects and tasks in a timely manner.
Ability to work in a fast paced, demanding environment with changing priorities.
Detail oriented with an ability to adhere to policies, procedures, and guidelines for case management, meeting deadlines for filings and reporting of updates and sharing information.
Proven ability to make critical decisions based on data, experience, policies, and procedures.
Proficiency in Microsoft Office, project management database tools, and other applications.
Willing to pursue industry standard credentials and further general education to improve existing business processes.
Ability to abide by the higher ethical considerations expected of the Client Office of Safety & Security.
Valid USG or State Issued driver’s license.

E.Knowledge & Skills Preferred

Knowledge of New York State and Connecticut rules of criminal procedure, laws, regulations, and Client policies, rules, and guidelines.
Paralegal certification with criminal case management experience.
Supervisory and/or office management experience.
Geographical familiarity with the New York Metropolitan region.

F.Position Expectations

Must always maintain a professional image and adhere to Client guidelines for behavior.
Must be professional, courteous, and collegial at all times.

G.Special Expectations - Essential duties and the work environment require the following physical skills, abilities, and availability:

Ability to sit for extended periods & frequently stand, walk, stoop, and kneel.
Ability to lift and move objects weighing up to 50 lbs.
Ability to work outside in various types of weather
