Critical Requirements

• Strong experience with IT Procurement and standards including personnel professional services
• Strong experience with development and analysis  of SOW and RFP preparation and process
• High accuracy in tracking and reporting on large volumes of data
• Strong writing and communication skills. Interpersonally skills
• Strong experience with PeopleSoft Financial (reqs, POs, contracts)
• Experience with managing project contractor resource management

Required Experience

• Experience in IT Procurement, 3+ years
• Ability to work independently with minimal supervision
• Able to manage complex data and databases with high degree of accuracy
• Able to manage and meet multiple competing deadlines
• Familiarity with budget, and procurement processes/requisition life cycle

Qualifications

• Ability to work within tight deadlines
• Maintain professionalism and customer service demeanor at all times
• Ability to multi task
• Strong proficiency with Outlook, MS Word, Excel.
• Ability to communicate effectively with customers, staff and management in a mature and tactful manner.  
• Bachelor Degree in Procurement, Accounting/Business/Finance, or related area
• Candidates must possess 4-6yrs of IT Recruitment, RFP preparation, budget, and/or procurement experience
• strong data analysis and presentation skills

Responsibilities

• Perform initial request QA review to ensure SOWs are complete and concise, containing all required criteria  
• Ensure that all completed packages comply with Procurement guidelines 
• Work with Project Managers to further develop SOWs where needed and establish vendor milestones and deliverables
• Prepare RFPs based on the above and ensure they are ready for solicitation via Procurement
• Participate in vendor evaluation and selection process 
• Ensure vendor staff is provisioned for on Day 1 of the professional services engagement
• Track vendor progress against milestones and deliverables, and compare to received invoices
• Track and report on pipeline actions
• Provide activity metrics and statistics
• Work with vendors, procurement staff, and Project Managers to resolve issues that arise 
• Data management 
• Assist with administrative tasks as needed
• Support IT Finance as needed
