• 84 months of experience logging, analyzing, testing, and troubleshooting defects found in test and production environments.
• 84 months of experience in System Integration Testing (SIT) and User Acceptance Testing (UAT), including preparing test cases from technical requirements and designing test scripts for various environments.
• 84 months of professional experience do?cumenting functional and/or operational requirements in a formal requirements document.
• 84 months of professional experience analyzing complex business and/or operational processes, developing business and/or operational process flow charts and creating use cases, as needed.
• 48 months of experience working with the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).
• 24 months of experience in managing, executing, and validating restacked eligibility/enrollment Medicaid transactions with eMedNY
• 24 months of experience with Rational Team Concert (RTC), including logging, tracking, and prioritizing work items.
• Bachelor’s Degree in Information Technology or Computer Science or similar field of study.

Responsibilities

• Lead requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations
• Analyze, develop and review process flow charts and other documentation to define business and/or operational processes
• Document complex functional and/or operational requirements in a thorough and clear formal requirements document
• Consult with and advise department staff during the technical design process
• Analyze, review and comment on design specification documents
• Analyze, review and comment on technical documentation such as interface control documents
• Lead and participate in stakeholder review meetings for requirements and design specification documents
• Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff
• Provide guidance in the development of test scenarios
• Perform software testing as needed including specifying test scenarios and test cases, executing tests, and analyzing and documenting defects in a defect management system
• Provide guidance for the development of internal software training documents
• Work on complex software in a fast-paced, high volume work environment
• Utilize effective communication and facilitation skills to reach consensus among stakeholders
• Deliver clear, specific and respectful oral and written communications to business owners, IT program team members and management
