Desired Requirements

• Minimum 84 months of experience in Project Management of complex, cross-functional and multi-organization technology projects with a variety of key project stakeholders
• Minimum of 60 months managing application development, COTS implementation, Mobile applications, web applications and technology infrastructure projects.   
• Minimum 60 months of experience in analyzing and documenting business (functional) and system (technical) requirements
• Minimum 36 months of experience 
• database administrator, web database developer, business analyst, systems analyst or other information systems technician working with a variety of technology resources. 
• Minimum 36 months of experience in managing process improvement initiatives
• Minimum 60 months of hands-on experience using Microsoft Project, Microsoft Visio, Microsoft Word, Microsoft Excel and Microsoft PowerPoint.   
• Minimum of 36 months Experience with Criminal Justice Information Security (CJIS), Secure System Development Life Cycle and Information Technology Security standards
• Minimum 60 months of demonstrated experience utilizing formal project management methodologies such as PMIs PMBOK, Waterfall and Agile methods and the NYS Project Management Guidebook.
• Project Management Professional (PMP) Certification
• Master’s Degree in Business Administration or Computer Science related field of study 

Responsibilities

• Managing multiple law enforcement process improvement, COTS implementation, mobile and/or technology infrastructure projects simultaneously.
• Lead and facilitate operation initiatives to identify business processes that can achieve improved efficiencies with technology and with development, implementation and maintenance of any such technology implemented.
• Managing teams comprised of the client's(cross-functional), vendor and other state agency staff as necessary for completion of project tasks.
• Developing comprehensive project plans, managing project tasks, communicating project updates and providing required status reports.
• Mitigating and escalating issues, including Executive level escalation.
• Managing projects in an environment with dynamic business needs (from Intelligence, to Forensics, to Patrol to Administrative needs) generally impacting many users
• Managing project scope, deliverables and customer expectations.
• Leading and facilitating business and technical discussions.
• Preparing and delivering presentations, including Executive briefings and technical presentations.
• Performing in depth process and business analysis
• Documenting functional and sometimes technical requirements.
• Performing technical and/or business testing to support projects
• Facilitating business prioritization of project requirements to assist in determining feasibility and necessity
• Actively participating in technical discussions.
• Producing project documentation and deliverables using Microsoft Project, Visio, Excel, Word and Power Point.
