SUMMARY OF THE FUNCTION/ROLE
The objective of this contract is to augment Metro-North Railroad’s Capital Programs Project Controls and Quality Assurance (PC&QA) staff with one (1) full time Quality Assurance (QA) Engineer to work out of Metro-North Offices at 420 Lexington Avenue, Mid-town Manhattan.
(Position will be mostly remote 50% of the time during Client COVID-19 Guidelines).
The QA Engineer shall be under the supervision of and report directly to the Deputy Director of Quality Assurance or his’s/her’s designated authorized representative. The QA Engineer shall work five days a week, eight hours a day. A railroad pass for transportation to field meetings along the right of way will be provided.
The overall duration of the contract shall be approximately twelve (12) months.
I. DETAILED DESCRIPTION OF SERVICES REQUIRED
The QA Engineer shall provide various related services to support the Capital Programs Department, which is comprised of the following areas: Line Structures, Buildings, Shops and Yards, Passenger Stations, Electrical/Power, Security Enhancements, Parking Lots, Site Work, plumbing, Mechanical, and Environmental. The work is predominantly field work. The type of tasks required of the Consultant shall include but are not limited to the following:
A. Immediate Needs
Project Quality submittals
o Review, comment, and monitor status of Consultant or Contractor’s Quality Manual and Contract Quality Plan (CQP) and, where applicable Software QA Plan, to ISO 9001 standards
o Review, comment, and monitor the status of Inspection & Test Plan, and where applicable, Software Verification and Validation Plan
o Review and comment on Commissioning and Systems Integration Plan and testing procedures
o Review and comment on Contractor QC procedures, forms, matrixes
o Review, comment, and monitor the status of Inspection, Test, and Nonconformance Reports
o Review, comment, and monitor the status of Software Configuration Management Plan, where applicable
o Track, Monitor, and analyze project nonconformances
Chapter 2 Project Contract Quality Activities
o Attend periodic Quality Work Group Meetings and other project meetings to plan out future Quality events, resolve quality breakdowns and non-conformances, make decisions concerning the disposition to non-conformances, etc.
o Participate in FAI / FAT for critical equipment and/or systems, such as on-site inspection of the quality control process
o FRACAS Meetings, where applicable
Chapter 3 System Level Oversight of Quality Management Activities
o Monitoring of compliance to the Consultant or Contractor’s QM/ CQP, such as documentation of inspections, handling and resolution of non-conforming conditions, handling of NCR dispositions, calibration practices, etc.
o Monitoring the status and retention of key project quality records
o QA audits of jobsite activities (conducted at 420 Lexington Avenue office)
o System level oversight of personnel performing special processes (for special processes where applicable Code requires certified skills)
B. Additional Needs
Quality Systems Management
o Management of existing and development of new Policies and Guidelines
o Tailor master Consultant and/or Contractor Quality Management System Specifications to project needs, as well as make updates when necessary
o Development of quality tools such as forms and templates to optimize operational efficiency
o Aid in the design and development of a training program, including the development of training materials
o Conduct and/or organize live in-class training sessions and “Lessons Learned” Workshops
II. RELEVANT PRIOR EXPERIENCE
? The proposed QA Engineer shall possess a minimum of ten (10) years prior work experience, with at least seven (7) of those years working in Quality Assurance, Project Management or Construction Management.
? Hold at least a Bachelor’s degree in a relevant field of Science, or Applied Science (e.g. – Engineering, Engineering Technology)
? Working knowledge of Microsoft Office Suite and Office 365
? Experience with the design and construction of projects around an operating railroad is highly desirable
? Experience with training, systems development, construction or construction management, and quality management practices
III. PERSONNEL QUALIFICATIONS:
? Personal abilities of being well-organized, a self-starter, a team player, a multitasker
? Strong oral and written communication skills are required to develop policies and guidelines, chair meetings, as well as provide technical and administrative support as needed
? Strong interpersonal skills
? Strong technical, analytical and problem solving skills
? Must have valid driver’s license
? Completed training in the principles and practices of Quality Management Systems or Quality Management System audits under a program sanctioned by a National or International Standards organization
? Completed training in the principles and practices of Project Management or Construction Management under a program sanctioned by a National or International Standards organization
? Experience in teaching, training, and/or technical writing
? Training in and experience in implementing quality management systems
? Active NYS Professional Engineering License
? Experienced in quality control in the manufacturing or construction environment
? Experience in Supplier Qualification, At-source product quality inspection
? Familiar with quality assurance practices related to microprocessor-controlled equipment
? Industry experience:
o Railroad equipment or infrastructure
o Railroad field work practices
o Any government-regulated industry requiring Quality Management Systems
Candidates selected for interview may be asked during the interview to write a sample showing writing proficiency and knowledge of Quality Assurance.
